RÍO NEGRO INTERNATIONAL ART BIENNIAL


ANNOUNCEMENT

The Secretary of State for Culture of the Province of Río Negro and the Municipality of Valcheta, summon national and international artists to present artistic projects for the realization of the 2nd Río Negro International Art Biennial - BIARn to be held in the space public of the city of Valcheta, from March 13, until March 23, 2024.

The 2nd Río Negro International Art Biennial – BIARN aims to develop a space for artistic action under the language of contemporary art, addressing the urban space and landscape of the city environment as a container canvas for artistic actions. Generating works in the streets of the city and natural spaces, talks, presentation of portfolios and workshops in schools, as well as a space for theoretical discussion, -thinking about art from the south of the world-, with the construction of theoretical reflections that contribute to the phenomenology of an art, thought from our space-time. 

The linking of artists from different latitudes in a space for realization, discussion and thought that will culminate with publications and audiovisual materials where images, records and texts arising from the event can be found, which can be taken as material from which to consult the actions and thoughts born from the Biennial, which will be added to those of the first Biennial 2022.

About the realization: Beginning March 13, 2024, closing March 23, 2024.


About the participants: All artists and groups from different media and artistic disciplines from any country in the world may participate.


About the admission of projects: The presentation will be given in digital format until November 24, 2023 to the email address: biennialdearterionegro@gmail.com.

Up to 20 projects of works that meet the required requirements will be selected, taking part of the exhibition and the 2nd Biennial Contest, and will also be published on the website of the culture secretariat.

About the NO admission of projects:

• Those that do not conform to the parameters indicated by this regulation.

• Projects that do not fall within the curatorial axis of the 2nd BIARN 2024

• Officials and employees of the Secretary of Culture of Río Negro, their spouses and their relatives by consanguinity or affinity (in ascending, descending or collateral line) up to the second degree inclusive.

• Provincial or municipal officials with a hierarchy equivalent to Director or higher, their spouses and their relatives by consanguinity or affinity (in ascending, descending or collateral line) up to the second degree inclusive.

• People linked to any member of the jury by the family relationship described above.



About the selection of projects:

Projects will be selected to be exhibited or carried out in and during the development days of the 2nd Río Negro International Art Biennial - BIARN 2024.

The evaluation and selection of the projects will be in charge of the curatorial team of the 2nd Río Negro International Art Biennial - BIARN.

The projects will be evaluated in order of arrival. Notifying the artists and groups selected by email from the Secretary of State for Culture through a letter of invitation or formal selection to the event during the month of November 2023.


About the Jury

The jury will be made up of a representative of the Secretary of State for Culture, one of the Municipality of Valcheta, a prominent person in the field of art and its artistic expressions, who will select the projects for participation in the 2nd International Art Biennial of Río Negro – BIARN 2024. The jury will evaluate the applications according to their conceptual proposal, the budget viability and the possibilities of realization, taking into account their execution with the objectives and curatorial axes of the Biennial.

In the event that any of those selected cannot participate in it, they may be replaced by one of the designated substitute projects. In the case of absence of one of the jurors, the Secretary of State for Culture will have the power to designate substitute jurors.

The decisions of the jury will be final. The decision of the jury will be notified at the closing ceremony of the BIARN24 and on the website of the Secretary of State for Culture.


About the accompaniment and follow-up:

The selected projects will be accompanied by the professionals who organize the Biennial, through spaces for curatorial dialogues.

Based on the curatorial axis of the "Art, Territory - Future" Biennial, the projects will be addressed taking into account their permeability in the proposals, from meetings with the residents of the city, the symbolic suggestions that appear in the research development and location or action of the work. Generating a relationship of the project with the territory from the curatorial dialogues thus enabling the growth of artistic works.


About the Execution of the Work

The development of each work is the responsibility of the artist, the organization of BIARN 2024 will accompany with logistics and materials that they consider, and it is not the obligation of the organization to cover 100% of the development of the work.


About Transdisciplinary Spaces

Projecting an articulated look with other areas dependent on the orbit of the Secretariat and Universities that accompany the BIARN24 project, the articulation from movement arts is proposed to propose the development of a residence space that houses research projects from a transdisciplinary perspective, betting on the synergy of tools that another instance of exploration has around the relationship art-territory-community. In this way, it is projected to be able to incorporate the contributions and incidence of fields such as DANCE that promote alternative resources and methodologies to delve into symbolic fields that, today, are permeable to the thematic agenda of this present.

The jury can declare one or several prizes void, and can establish honorable mentions for different works.


About the Assembly of Work

The places for the assembly or development of the works will be designated based on the work of the BIENNAL work team, the jury and the artists, according to the characteristics of the selected projects.

Regarding the disassembly and dispatch of the works, the staff of the BIENNAL must be informed, with the necessary specifications for the disassembly and packaging, with the transfer being the responsibility of the artist.


About the city of Valcheta:

It is one of the oldest cities in the southern part of the province of Río Negro, with approximately 9,000 inhabitants.

Valcheta has two Protected Natural Areas, one is Petrified Forest, the largest in northern Patagonia, which is located next to the urban sector of the city, and the Somuncura Plateau, which keeps a great natural and archaeological wealth, which is located 60 kilometers from Valcheta, being the Provincial Route 60 the main access to it.

The city has an area of farms and an irrigation system from the 1940s, several of which cross the city with irrigation canals and ditches to supply water to the urban center of the town. 

It also has a provincial museum, a Cultural Center and decentralized green spaces.

Geographical Location: Exhibition spaces, schools, promenades, squares, parks and natural surroundings in the city of Valcheta, Río Negro, Patagonia Argentina.

BIARN 2024 PROJECT

2nd Rio Negro International Art Biennial


Background

The concentration of symbolic production in the urban centers of the country leads to processes of exclusion of filmmakers and creation platforms in the interior of Argentina.

The new look towards community creative processes over the traditional artistic ones that are carried out in different parts of the continent and the country, decentralizing creation, exhibition, circulation and thought such as Aún Sin Título (Río Cevallos, Córdoba), Zona de arte en Acción (Quilmes, Buenos Aires), Engabao (Ecuador), MOLA 2 (Porto Seguro, Brazil), MANTA, an art residence workshop in Neuquén, Barda del Medio, Río Negro, among many others, is part of a mainstream of creation and meaning that is being gestated from Epicentro Cusco (Blind Date), an international performance meeting that brought together and articulated in formal and informal fabrics different groups, filmmakers and spaces on the continent that focus their places of creation far from the centers of political and economic power.


Justification

It is necessary to deepen the processes of decentralization of the symbolic production of the country, adding voices that allow a holistic look at the constructions of meanings of a democratic and inclusive identity, allowing the generation of a historical subject of change that starts from respect, diversity and coexistence as identity element, in the construction of new heritage and its landscape.


Objectives

General

To carry out the 2nd International Art Biennial of Río Negro, with the production and presentation of artistic works, talks, workshops that are linked to a thought in contemporary art, under the “art-territory-community” axis, addressing the creative act from our south of the world.


Specific I

To create the Biennial of Visual Arts of the Province of Río Negro, establishing a platform for creation, thought, exhibition and exchange of knowledge in contemporary art that takes as its headquarter the public space of the city of Valcheta, Río Negro.


Specific II

To promote new exhibition and creation platforms in contemporary art in the province of Río Negro.


Specific III

To create the Province of Río Negro First Museum of Art Under the Sky in the city of Valcheta.


Specific IV

To promote spaces of creation and thought that take Patagonia as a premise, its geography and climate as a constructor of identities.


Specific V

The realization of a written and audio-visual record, which allows generating a memory and theoretical inputs of art in Río Negro from the realization of the Río Negro Biennial.


Specific VI

To boost the economy of the city and the region by holding the 1st Río Negro Art Biennial and future editions.


Specific VII

To generate an inclusive debate in the community from art that allows to strengthen the Rio Negro culture.


Basis

The artistic and creation processes throughout the stories are narrated from the centers of power, understand these as political capitals, urban centers, megalopolises, others.

The Río Negro International Art Biennial proposes to generate a platform for artistic creation and realization, exhibition, dissemination and thought, which dialogues in the community and the context to enable other places of creation that generate political meanings based on micro-macro identity processes. At the same time that it builds channels through which to express the feelings of this region of the world.

Thus, generating new routes and platforms from which to think of ourselves as builders of contemporary meanings in the future of our time, being a political necessity the positioning of new voices and actors of the regional cultural heritage, from our imaginary micros, towards the world.

The southern side of the country, the southern region of Rio Negro, as a place from which community actors meet to generate creative dialogues that enrich creative processes and bring them face to face with each other. As a starting point to generate spaces of coexistence from south-south dialogues where the artist becomes a creator together with that other, involved in certain contexts that lead to the activation and safeguarding from dialogues of identity processes. Where the south becomes a political place from which to think of ourselves as the periphery, which is our center.

The possibility of approaching from the relationship-reading of the determined spaces-times, composing from the place (history, identity, heritage, cultural imaginaries, physical-symbolic elements) to generate a change in the circulation of energies, without interfering the space of the other. In this way, the construction-deconstruction that is carried out, becomes part of the city of Valcheta, which makes possible with each work and action the creation of the Provincial Museum of Art Under the Sky which transcends the Biennial, and can be lived not only within the framework of the event; and reinventing itself with each edition.

Thinking of the common space, not from the outside, but as part of it, as a living place and of constant intersubjective relationship, can be the beginning to break the unidirectionalism from which many artistic processes are built. Create within the whirlwind and not behind the glass that separates and protects us from the other. It can be a big difference from where to stand before and with the world to break some patterns and approach art in the territory, and as a community.

Where the intersubjective processes of creation, the meeting between different aesthetics that link art-territory and community, as axes from which to generate artistic processes, promoting, generating and safeguarding tangible and intangible heritage of our cultures.

The 2nd Biennial; it takes as geographical and cartographic sense, the location of Patagonia, and as nerve center the city of Valcheta; where nature, the wind and the ancestors left their traces that remain and live in the collective memory. Where the vicissitudes of the climate, the soil and the adversities with which its people must fight day by day converge.

The Biennial addresses a community and social sense of identity, diversity, experimentation, an exercise in critical thinking that proposes a meeting point with social imaginaries where the creative act is born in communion with the place, and is located in the streets and inhabits the public space with those who are there. Eliminating stage spaces to propose places, designing from the aesthetic-political experiences where to immerse yourself and be together with those who create. Composing like this in the streets, not only for aesthetic enjoyment, but for and with those who live in the south, thus strengthening our Patagonian/Rio Negro culture.

The public land will be the space where multidisciplinary artistic expressions will take place, based on the following curatorial axis: "Art, Territory - Future"

Starting from liminality as a construction of the contemporary artistic fact, artistic projects may address different disciplines or categories of creation.

In this way, the Biennial seeks to contribute to the process of all the visual production developed in the Region. Added to the promotion and dissemination of cultural makers, making Valcheta the host of those who are today a fundamental part of plastic and contemporary artistic expressions.

Ensuring the production and dissemination of contemporary cultural practices in our region, seeking to strengthen the cultural context in the province of Río Negro from an open perspective in the urban environment.

Thus, these practices deepen critical and artistic thinking with the participation of creators in our region. Being the various regional proposals wealth for artistic and cultural production for the construction of new heritage in the city, thus experimenting modes of relationship between art and the community as the central axis for the development of the Biennale. Thus, our premise is that "Art must reach the public, taking to the streets" generating an inclusive debate throughout the community to strengthen the Rio Negro culture.
